During the regional airspace shutdown in the Middle East, hundreds of maritime crew members were stranded across multiple ports. With commercial flights suspended and operations at risk, the ATPI Marine Travel Greece team executed three emergency charter flights, delivering global crew evacuation, repatriation and deployment under a short timeline and intense geopolitical pressure.  

Overview

A leading global cruise crew supplier entrusted ATPI to manage a simultaneous mobility crisis affecting hundreds of stranded crew in Dubai and Doha who required immediate evacuation. Additionally, with the river cruise season set to begin and normal travel channels being no longer viable due to regional restrictions, ATPI delivered three air charter operations with three different airlines, successfully relocating 976 crew members and ensuring uninterrupted maritime operations.

The Challenge

The client faced three concurrent threats to crew movement and vessel readiness: 

  1. Airspace closures in the Middle East

Commercial routes in and out of Dubai (DXB) and Doha (DOH) were suspended due to geopolitical instability, leaving hundreds of crew without repatriation options.  

  1. Urgent need for safe crew evacuation

Crew members needed immediate repatriation to the Philippines and Indonesia for safety and operational continuity. 

  1. European river cruise season at risk

Vessels could not launch without crew and delays would cause significant financial and operational impact. 

Three parallel operations delivered by ATPI Marine Travel

Operation 1: Emergency evacuation from Dubai 

DXB → MNL | 328 crew | Airline A | Delivered in under 48 hours 

ATPI coordinated a rapidresponse charter with Airline A to transport 328 maritime crew safely from Dubai to Manila. Our Marine experts managed lastminute documentation checks and departure logistics amid restricted airspace and volatile regional conditions.  

Operation 2 — Rapid crew repatriation from Doha 

DOH → DPS | 358 crew | Airline B | Delivered in under 48 hours 

At the same time, ATPI secured a second urgent charter with Airline B from Doha to Denpasar.
This operation required precise coordination of documentation, travel permissions and ground logistics while navigating fastchanging regional restrictions.  

Operation 3 — Timecritical crew deployment of European river cruise operator 

SIN → FRA | 290 crew | Airline C | Complex multicountry crew consolidation 

To prevent delays to the European river cruise season, ATPI executed a largescale mobilisation with Airline C, coordinating: 

  • Crew consolidation from multiple Asian countries 
  • Sameday crew arrivals into Singapore for charter departure 
  • Bordercrossing and documentation management 

Despite the complexity, all 290 crew members were successfully deployed to their assigned vessels on time.
