Countries all over the world are implementing travel bans and restrictions in an effort to limit the spread of the COVID pandemic outbreak.

Important notes

Airline COVID - 19 requirements

  • KLM: As of 21 September 2020: KLM requires customers to wear a face mask from the first boarding call until going through the arrival gate at their destination. Passengers who cannot wear a face mask because of medical reasons need to carry: 1. A signed and stamped medical certificate from their physician. 2. A negative corona PCR test result. The test has to be taken within 72 hours before departure.
  • Etihad Airways: Effective 16 August 2020: Passengers travelling with Etihad Airways must have a negative Coronavirus (COVID - 19) test result at most 96 hours before departure.
  • Qatar Airways: Effective 13 August 2020: Passengers travelling from specific airports in Bangladesh, Brazil, Iran, Iraq, Pakistan, Philippines, Sri Lanka, India, Nepal, Nigeria and Russia must have a negative Coranavirus (COVID-19) RT-PCR test result issued at most 72 hours before departure. Exemption: Seamen must have a negative Coranavirus (COVID-19) RT-PCR test result issued at most 96 hours before departure. It is not necessary that test result shall be from Qatar Airways approved laboratories. Notes that apply to all countries:

  • Merchant Seamen must travel on duty, have a Letter of Employment and/or a Letter of Guarantee issued by the shipping company and must hold all the relevant visa and documents
  • The content is being updated 2 times/week, but changes may happen suddenly without prior notice, so please confirm with your port agents and your local ATPI consultant.
  • Please note more and more airlines and destinations require a COVID – 19 test or PCR test before the passenger boards the plane. In most cases the test can not be older than 3-4 days. As the requirements are rapidly changing, we recommend passengers to hold a negative PCR test before departure.

ASIA AND AUSTRALIAN REGION

 

Australia

Flights Status:
  • Flights to Melbourne (MEL) are suspended.
Quarantine:  
  • Passengers are required to quarantine for 14 days at the first point of entry. Maritime crew will be required to comply with self-isolation requirements.
  • Passengers transiting through Australia for 8 to 72 hours, are subject to quarantine until their departing flight.
Travel ban:
  • Passengers are not allowed to enter Australia. Exemption for Australian residents and seamen.
  • Flights to Melbourne (MEL) are suspended.

China / Hong Kong

Flights Status China
  • Limited
Quarantine China:
  • Passengers arriving at Beijing (PEK), Guangzhou (CAN), Shanghai Hongqiao (SHA), Shanghai Pudong (PVG), Shenzhen (SZX) or Xiamen (XMN) are subject to medical screening and quarantine for 14 days.
  • Quarantine for seamen under case by case approval.
Travel Ban China:
  • Entry to most foreign nationals is restricted
  • However, those who hold the following visas will not be affected:
    • Diplomatic, service, courtesy, or C visas.
    • New visa successfully applied for from Chinese embassies or consulates overseas after the announcement of the Ministry of Foreign Affairs.
Covid - 19 related Tests & Documents China:
  • Passengers arriving from Bangladesh, Chad, Egypt, Iran, Pakistan, Russian Fed. or Saudi Arabia must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure.
  • Passengers who are arriving from or have transited through Nepal or United Arab Emirates must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure. They must also have a green QR code with an 'HS' mark or a Health Declaration Form issued by a Chinese embassy or consulate.
  • Passengers who are travelling to Guangzhou (CAN) must have a negative Coronavirus (COVID-19) PCR test result issued at most 48 hours before departure.
  • Effective 15 August 2020 passengers who are arriving from or have transited through Sao Tome or Principe must have a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure.
  • Effective 17 August 2020 Passengers who are arriving from or have transited through Cameroon or Uganda must have a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure.
  • Effective 18 August 2020: Passengers who are arriving or have transited though Zimbabwe must have a negative Coronavirus (COVID-19) test result issued at most 5 days before departure.
  • Effective 20 August 2020: Passengers who are arriving or have transited through Cambodia, Malaysia, Mauritania or Philippines must have a negative Coronavirus (COVID-19) test result issued at most 5 days before departure. 
  • Effective 25 August 2020, passengers who are arriving from or have transited through Nepal or United Arab Emirates must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure. They must also have a green QR code with an 'HS' mark or a Health Declaration Form issued by a Chinese embassy or consulate.
  • Effective 26 August 2020, passengers who are arriving from or have transited through Benin, Bulgaria or Indonesia must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure. They must also have a green QR code with an 'HS' mark or a Health Declaration Form issued by a Chinese embassy or consulate.
  • Effective 28 August 2020, passengers who are arriving from or have transited through Belarus, Ireland (Rep.), Italy or Singapore must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure. They must also have a green QR code with an 'HS' mark or a Health Declaration Form issued by a Chinese embassy or consulate.
  • Effective 29 August 2020, passengers who are arriving from or have transited through Qatar must have a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 5 days before departure. They must also have a green QR code with an 'HS' mark or a Health Declaration Form issued by a Chinese embassy or consulate.
  • A completed "Health Declaration Form" must be presented upon arrival.
  • Nationals of China (People's Rep.) must declare their health status for 14 days in the Wechat mimi program "FANG YI JIAN KANG MA GUO JI BAN". A green QR code generated from the program must be presented before departure.

Note: The Implementation of the new COVID-19 certificate requirement depends on the Chinese Embassy in each country.

 
Flights Status Hong Kong:
  • Passengers are not allowed to enter Hong Kong (SAR China).
Quarantine Hong Kong:
  • Passengers are subject to 14 day compulsory quarantine.
Travel Ban Hong Kong:
  • All non-Hong Kong residents coming from overseas countries and regions by plane will be denied entry to Hong Kong.

Exemptions apply for crew members.

Covid - 19 related Tests & Documents Hong Kong:
  • Merchant seamen must have:
  1. a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 48 hours before departure, and
  2. an approval letter from the Marine Department, and
  3. a letter of certification from the shipping company.
  • Passengers who have been in Bangladesh, India, Indonesia, Kazakhstan, Nepal, Pakistan, Philippines, South Africa or USA in the past 14 days must have:
  1. Medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 72 hours before departure. The certificate must be in Chinese or English, and have the name and identity card or passport number of the passenger.
  2. Original report for the nucleic acid test. The report must have the name and identity card or passport number of the passenger.
  3. Letter in Chinese or English issued by the relevant authority certifying that the test laboratory is recognized and approved by the government.
  4. Confirmed booking in Chinese or English of an accommodation in Hong Kong for 14 days or more.

India

Flights Status:
  • Flights to India are suspended until 31 August 2020. This does not apply to relief, repatriation and humanitarian flights.
Quarantine:
  • Passengers arriving in India are subject to medical screening and quarantine for 14 days.
Travel Ban:
  • Airports are open for Domestic flights and International charters supporting the repatriation of Indian Seafarers into India.
  • Only Indian seafarers allowed to travel.
Covid - 19 related Tests & Documents:

Passengers arriving in India must:

  • Install "Arogya Setu" in their personal device.
  • Present a completed Self-declaration form.

Indonesia

Flight status:
  • Limited
Quarantine:  
  • Passengers must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 7 days before arrival.
  • Passengers without a medical certificate with a negative Coronavirus (COVID-19) PCR test result are subject to medical screening and quarantine for 14 days.
Travel Ban:
  • Passengers are not allowed to enter and transit

Exemption:

  • Repatriating crew. 
  • Crew change allowed for off signers only at specific ports and through specific procedure.
  • Deadhead crew will be given an entry stamp. They must:
    • Have a valid crew ID card or crew member certificate
    • Provide written notification to Immigration Officer proving they will be on duty on the return flight. The notification must be received by Immigration Officer minimum 24 hours from arrival.

  • Passengers must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 7 days before arrival.
  • Passengers must hold a health certificate in English, download “Peduli Lindungi” mobile application and issue an electronic health awareness card.

Flight status:

Quarantine:  
  • Passengers and airline crew are subject to medical screening.

Note: Passengers transiting through Tokyo (NRT) must transit on the same calendar day.

Travel Ban:  
  • Passengers are not allowed to enter. Exemptions mainly for Japanese residents.
  • Passengers who were in the cruise ship 'Westerdam' are not allowed to enter Japan.

  • PCR test required 72 hours before departure

Korea

Flight status:
  • Flights available to/from various (not all) countries
Quarantine:  
  • Passengers are subject to quarantine for 14 days and to a PCR test for Coronavirus (COVID-19).
Travel Ban:
  • Visitors who have been in the Hubei Province (China People's Rep.) in the past 14 days are not allowed to transit or enter Korea (Rep.)
  • Flights must arrive at Incheon International Airport (ICN) between 5:00 and 20:00. 
Covid - 19 related Tests & Documents:
  • Merchant seamen with a visa must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 48 hours before departure. The certificate must be in English and the passengers must have two copies of the certificate.
  • Passengers and airline crew must install 'Self-diagnosis Mobile App' in their personal device and a completed Health Declaration Form and a Special Quarantine Declaration Form must be presented to the quarantine desk upon arrival. For further instructions, please click here.

Malaysia

Flight status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers arriving in Malaysia are subject to self-quarantine for 14 days
Travel Ban:
  • Passengers are not allowed to enter Malaysia until 31 August.
  • Transfer from an international flight to a domestic flight is not allowed.
  • Seamen are exempted with travel permit. To be transferred directly to ship/airport.
Covid - 19 related Tests & Documents:
  • Passengers arriving in Malaysia must have medical certificate stating a negative Coronavirus (COVID-19) PCR test result issued at most 3 days before arrival.
  • Passengers arriving in Malaysia are subject to medical screening,
  • must install 'MySejahtera app' in their smart phone, present a Letter of Approval (Entry Permit) issued by a Malaysian representation, to carriers prior to departure and to immigration upon arrival.They must submit a Letter of Undertaking and Indemnity for Person Undersurveillance prior to departure or upon arrival and submit a Travel Notice during check in.

Myanmar

Quarantine:
  • Passengers will be quarantined for 14 days upon arrival.

Singapore

Flight status:
  • Flights available to/from various (not all) countries.
Quarantine:
  • 14-day self-isolation for returning residents.
Travel Ban:
  • Passengers are not allowed to enter Singapore.

This does not apply to:

  • Returning residents of Singapore
  • Passengers with a new or existing Work Pass will be allowed entry if they have an approval letter from the Ministry of Manpower (MOM) or the Immigration and Checkpoints Authority (ICA).
  • The crew must be tested for Covid-19 (PCR-type) with a negative result at his/her home country not more than 48 hours prior to his/her departure flight.
  • The crew must obtain a fit-to-travel medical certificate not more than 24 hours prior to his/her departure flight.
Covid - 19 related Tests & Documets:
  • Passengers must comply with the prevailing Stay-Home Notice (SHN) requirements upon entry into Singapore. For further information please click here
  • This does not apply to passengers entering Singapore under the Singapore-China Fast Lane. They must comply with requirements found here.
  • Passengers entering Singapore, including Singapore Citizens, Permanent Residents and passengers with a Long-Term Pass (LTP), must submit a health declaration. This can be done via the SG Arrival Card (SGAC) e-Service or via the mobile application.

Taiwan

Flights Status:

  • Transit is allowed through Taoyuan International Airport
  • International travellers are allowed to transit through Taoyuan International Airport. Holders of People’s Republic of China (PRC) passports will not be allowed to transit in Taiwan.
  • Additional details: Those transiting will need to board connecting flights of the same airline company they fly in on. Transits must last less than 8 hours. Transit passengers, who need to wait for more than one hour, will remain separate from other passengers and stay in a separate area.

Quarantine: 
  • Mandatory 14-day quarantine: Travellers are required to self-quarantine for 14 days on arrival.
  • Additional details: Local authorities monitor those self-isolating, and there are legal penalties for anyone breaching the conditions.

Travel ban:

  • Most international travellers are not allowed to enter Taiwan. Travellers who wish to travel to Taiwan for reasons other than tourism and regular social visits may apply for a special entry permit at the Taipei Representative Office (TRO) in the country from which they plan to travel.
  • Additional details: The travel restrictions do not apply to: -Taiwan citizens -Alien Resident Certificate (ARC) holders -Alien Permanent Resident Certificate (APRC) holders Travellers entering Taiwan must provide a negative COVID-19 test report completed 72 hours prior to boarding.
  • Mandatory medical certificate: Travellers that are not citizens or residents are required to have a negative COVID-19 test certificate taken within three days of their travel date.
  • Additional details: Travellers from the following categories do not need a test: -Diplomats -Migrant workers -Students that have applied for studies -Emergency travel

  • Mandatory health declaration form: All travellers are required to fill out a health declaration form 48 hours before their arrival in Taiwan. This form can be completed in writing or online.

UAE / Dubai

Flight status:
  • Limited.
Quarantine:
  • Passengers arriving at Dubai are subject to quarantine for 14 days if their PCR test result is positive.
  • Passengers arriving at Abu Dhabi are subject to medical screening and quarantine.
Travel Ban:
  • Passengers are not allowed to enter United Arab Emirates.
  • This does not apply to family members (including father, mother, son, daughter, wife, husband, grandparents, grandchildren and domestic helpers) of nationals of United Arab Emirates. They must travel together. Airlines are required to contact the UAE National Advance Information Center for prior approval before boarding.
Covid - 19 related Tests & Documents:
  • Effective 1 August 2020, passengers entering or transiting Dubai (DXB) must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 96 hours before departure. The certificate must be issued by an approved lab listed here.
  • Passengers arriving at Abu Dhabi (AUH) must have  a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 72 hours before departure. The certificate must be issued by an approved lab listed here.
  • A completed self-declaration health form must be presented upon arrival at Dubai (DXB).
  • Passengers traveling as tourists arriving at Dubai (DXB) must have health insurance and must download and register the COVID-19 DXB Smart App.
  • Passengers arriving at Abu Dhabi (AUH) must have an ICA approval obtained here.

Belgium

Flights Status:
  • Limited
  • Many last minute cancellations
Quarantine:
  • Passengers are subject to medical screening and quarantine.
Travel Ban:
  • Passengers are not allowed to enter Belgium.
  • This does not apply to: family members of nationals, EEA Member States, UK and Switzerland returning home.

  • Seamen are exempted from quarantine.

  • COVID-19 PCR test result issued at most  72 hours before flying for several nationalities
  • International travel certificate to be presented prior to boarding upon arrival or during transit. More information available here.
  • Declaration on honor to state the passengers does not have COVID-19 symptoms

Germany

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers are subject to 14-day quarantine.
  • Exemptions: Specific nationalities  and seamen without COVID – 19 symptoms.
  • All crew changes are subject to approval by local immigration after case by case review. On signers and off signers will not have to be quarantined in Germany if there are no confirmed cases or symptoms of COVID-19.
  • All other crew members will have to stay on board during vessel’s call at Germany and are only allowed to leave/enter vessel in the case of an emergency and/or medical treatment.
Travel Ban:
  • Passengers are not allowed to enter or transit, except for specific nationalities (mainly EU and UK residents) and merchant seamen.
  • Crew change is permitted for Schengen crew - For non-Schengen countries, the following documents need to be provided 72 hours to the local immigration authority before arrival or departure of crew.

Gibraltar

Flights Status:
  • Very limited
Quarantine:
  • Seamen are exempted from quarantine.
Travel Ban:
  • Passengers are not allowed to enter Gibraltar. Seamen are exempted.
  • Crew are permitted to land in Gibraltar and transit through the frontier to join/depart ships in Algeciras (subject to approval from both immigration authorities).
Covid - 19 related Tests & Documents:
  • Merchant Seamen arriving by air in order to board a ship, or arriving by ship in order to board an aircraft must travel on duty, hold a passport, a Letter of Employment or Letter of Guarantee from the shipping company and meet the shipping agent at the airport/port. The shipping company is responsible for the immediate transportation to the ship/aircraft.

Greece

Flights Status:
  • Flights available to/from various (not all) countries (some direct flights still not allowed)
Quarantine:
  • Passengers are subject to medical screening and quarantine for 1 or 14 days.

This does not apply to seamen on duty.

  • If crew will be tested on arrival then he/she is obliged to self-isolate at a hotel booked by the agency until test results become available (for abt a day).
Travel Ban:
  • Passengers are not allowed in Greece until 31 August 2020, with some exceptions. Find the full governmental announcement
  • Flights from Turkey are suspended until 31 August 2020.
Covid - 19 related Tests & Documents:
  • SARS-CoV-2 test may be conducted during screening
  • Until 15 August 2020, passengers arriving from Albania, Belgium, Bulgaria, Israel, Malta, Netherlands, North Macedonia, Romania, Spain, Sweden and UAE must have a medical certificate with a negative COVID-19 PCR test result issued at most 72 hours before arrival. This does not apply to passengers in transit.
  • Passengers must complete a "Passenger Locator Form(PLF)" at least 24 hours before check-in. A QR code generated from the completed form must be presented upon arrival. This does not apply to passengers in transit.

Italy

Flights Status:
  • Starting from June 3rd, EU and UK citizens are allowed to enter the country.
  • From July 14th, citizens coming from the following Countries are not allowed to enter Italy: Armenia, Bahrein, Bangladesh, Brazil, Bosnia, Chile, Kuwait, North Macedonia, Moldova, Oman, Panama, Perù, Dominican Republic.
Quarantine:
  • Passengers coming from countries qualified as "at-risk areas" are subject to 14 days quarantine.

Latvia

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers who have been in other countries than Estonia and Lithuania in the past 14 days, are subject to self-isolation at their place of residence for 14 days.

Travel Ban:
  • Passengers are not allowed to enter the country and transit, exemptions for specific nationalities and seamen.

  • Crew must have a contract that proves their employment.

Netherlands

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers are subject to self-quarantine for 10 days. A list of quarantine exemptions is available online.
  • Seafarers in a possession of a seaman book are exempt from quarantine. 
Travel Ban:
  • Passengers are not allowed to enter the Netherlands.

Exemptions: EEA nationals, British nationals, seamen signing on/off vessels.

Covid - 19 realted Tests & Documents:
  • A completed 'Health Declaration Form' for passengers departing from high risk COVID-19 countries must be presented prior to boarding. 
  • If you are travelling from a high-risk area – a country or region with an orange or red travel advisory – then you may be requested to get yourself tested for coronavirus.

Norway

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers are subject to quarantine for 10 days.
  • A list of quarantine exemptions can be found here.
  • All crew and passengers must fill out the public health information form and hand it over to the local airport authority upon arrival.
  • Crew must stay on board for at least 10 days after last contact with outside personnel otherwise shore leave is not permitted.

Note: Passengers are only allowed to travel to Svalbard after they have stayed in quarantined in other parts of Norway.

Quarantine:

All on signers will need to undergo a 14 day observation stay at home prior to joining the vessel and all off signers will need to undergo a 14 day observation stay after signing off.

Travel Ban:
  • Passengers are not allowed to enter Russian Fed.
  • This does not apply to permanent residents of Russian Fed., Britain, Switzerland and Turkey residents. 

Note: Crew change is only allowed for Russian passport holders. - Starting from 17th April 2020, Russia seafarers are allowed to cross the border to join vessels.

Covid - 19 related Tests & Documents:
  • Passengers must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 72 hours before arrival. The medical certificate must be issued in Russian or in English. A notarized translation to Russian is accepted.
  • Passengers transiting the Russian Fed. must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 72 hours before arrival.
  • Merchant Seamen must have a copy of the crew list.

Spain

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:
Travel Ban:
  • Passengers are not allowed to enter Spain.
  • Passengers must complete the entire Form from the website or the app, and from 48 HOURS before the flight they can send the form to the health authorities.

Exemptions: EU nationals, holders of long term Schengen visa, returning via Spain to their country of residence, merchant seamen, passengers travelling for work purposes duly documented, if arriving from various (mainly EU countries). 

Warning:

  • Entry not allowed via all country airports.
  • Visitors not holding return/onward tickets could be refused entry (this applies to non Schengen Nationals *).
Covid - 19 related Tests & Documents:
  • Passengers are subject to medical screening upon arrival.
  • Effective 31 July 2020 Passengers must complete an "FCS Health Control Form" and from 48 hours before the flight they can send the form to the health authorities.
  • A QR code generated from the completed form must be presented upon arrival.

Turkey

Flights Status:
  • Very limited (most of the times cancelled the previous day)
Quarantine:
  • Passengers are subject to medical screening.
Travel Ban:
  • Turkey has started opening all the borders for passengers but with limited flights and countries.
  • Passengers arriving from Afghanistan or Bangladesh are not allowed to enter.
  • Crew change is allowed but subject to final confirmation from the authorities, thus case by case check is suggested and disembarking crew must hold a valid flight and present it before leaving the vessel.
  • Any disembarking crew and passengers to be checked before allowing them to enter the country.

Note: Passengers holding travel documents not printed in the Latin alphabet will be refused entry.

Ukraine

Ukraine

Flights Status:
  • Flights to Ukraine restarted.
Quarantine:
  • Passengers are subject to quarantine.

  • Passengers must have an insurance to cover medical expenses in Ukraine.
Travel Ban:
  • The Ukrainian government has opened the checkpoints at the airports of Ukraine, which operate as normal.
  • Crew changes are available for all nationalities/ Borders are open for foreigners from "green zone" with COVID-19 insurance
Covid - 19 related Tests & Documents:
  • PCR testing under occasion after crossing the border.
  • Persons from “red zone” countries who cross the state border of Ukraine should install app "Dii Vdoma" and can choose one of three options:
  1. Observation in specialized isolators.
  2. 14 days self-isolation at the place of residence for persons who have agreed to undergo it using the "Dii Vdoma" mobile app.
  3. Pass the COVID-19 test using the PCR method after crossing the state border.
  • Also, a person can be free from self-isolation in Ukraine in case he/she has a negative test result for Covid-19 by PCR, which was passed no later than 48 hours before crossing the Ukrainian border (starting from 1/08/2020). Installing app “Dii Vdoma” is required.

USD 5,900) and must be written in English or Portuguese. The period of cover must be stated. This does not apply to: Nationals of Brazil, Residents of Brazil and Passengers travelling as students in Brazil.
