Several countries and airports have applied strict travel measures, with a view to safeguarding public health. Our country specific travel advisory focuses on seafarers’ movement regulations in key countries. Those details are based on official announcements and are drawn from several named sources, providing you with valid travel advice.

Notes that apply to all countries:

  • Merchant Seamen must travel on duty, have a Letter of Employment and/or a Letter of Guarantee issued by the shipping company and must hold all the relevant visa and documents
  • The content is being updated 2 times/week, but changes may happen suddenly without prior notice, so please confirm with your port agents and your local ATPI consultant.
  • Please note more and more airlines and destinations require a COVID – 19 test or PCR test before the passenger boards the plane. In most cases the test can not be older than 3-4 days. As the requirements are rapidly changing, we recommend passengers to hold a negative PCR test before departure.

ASIA AND AUSTRALIAN REGION

Australia

Flights Status:
  • Passengers are not allowed to enter Australia.
Quarantine:  
Travel ban:
  • Passengers entering or transiting through Australia on a flight departing on or after 22 January 2021 must have a medical certificate with a negative Coronavirus (COVID-19) test result. The test must have been taken at most 72 hours before departure from the first embarkation point.

  • Passengers arriving on repatriation flights must complete a "Travel Declaration" form before departure.

China / Hong Kong

Flights Status China

  • Limited
Quarantine China:
  • Passengers are subject to medical screening and quarantine for 14 days at the first point of entry.
Travel Ban China:

Entry to most foreign nationals is restricted. However, those who hold the following visas will not be affected:

  • Diplomatic, service, courtesy, or C visas; and
  • New visa successfully applied for from Chinese embassies or consulates overseas after the announcement of the Ministry of Foreign Affairs
Covid - 19 related Tests & Documents China:
  • Passengers must have a green QR code with an 'HDC' mark. The code can be obtained here with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 48 hours before departure and a negative IgM anti-body test result issued at most 48 hours before departure. Passengers not arriving directly in China (People's Rep.) must repeat both tests in the transit countries and obtain a new green QR code with an 'HDC' mark in each transit country.
  • A completed "Exit/Entry Health Declaration Form" must be presented upon arrival. 
 

Flights Status Hong Kong:

  • Passengers are not allowed to enter Hong Kong (SAR China).
Quarantine Hong Kong:
  • Passengers are subject to medical screening upon arrival and quarantine for 21 days.
Travel Ban Hong Kong:
  • All non-Hong Kong residents coming from overseas countries and regions by plane will be denied entry to Hong Kong.
  • Passengers who have been in South Africa or United Kingdom for more than 2 hours in the past 21 days are not allowed to enter.

Exemptions apply for crew members.

Covid - 19 related Tests & Documents Hong Kong:

Merchant seamen must have:

  • a medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result issued at most 48 hours before departure, and
  • an approval letter from the Marine Department, and
  • a letter of certification to Department of Health from Hong Kong.          

Passengers who have been in Canada in the past 21 days must have:

  • A medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result. The test must have been taken at most 72 hours before departure of the last direct flight to Hong Kong, SAR China. The name in the certificate must match the name on the travel document, or a written confirmation issued by the laboratory with the name of the passenger must be presented; and
  • A letter issued by the local authorities certifying the laboratory as approved by the government; and
  • A hotel reservation confirmation for a minimum of 21 nights.
  • All documents must be in Chinese or English.

Passengers who have been in Bangladesh, Belgium, Ecuador, Ethiopia, France, Germany, India, Indonesia, Kazakhstan, Nepal, Pakistan, Philippines, Romania, Russian Fed., Turkey, USA or Ukraine in the past 21 days must have:

  • A medical certificate with a negative Coronavirus (COVID-19) nucleic acid test result. The test must have been taken at most 72 hours before departure of the last direct flight to Hong Kong (SAR China). The name in the certificate must match the name on the travel document, or a written confirmation issued by the laboratory with the name of the passenger must be presented; and
  • A letter issued by the local authorities certifying the laboratory as approved by the government; and
  • A hotel reservation confirmation for a minimum of 21 nights.
  • All documents must be in Chinese or English.

Passengers arriving from outside China (People's Rep.), Chinese Taipei and Macao (SAR China) must have a hotel reservation confirmation in Chinese or English for a minimum of 21 nights. The hotel must be listed 'here'

India

Flights Status:
Quarantine:
  • Passengers entering or transiting through Australia on a flight departing on or after 22 January 2021 must have a medical certificate with a negative Coronavirus (COVID-19) test result. The test must have been taken at most 72 hours before departure from the first embarkation point.
Travel Ban:
  • Flights to India are suspended until 31 January 2021.
  • This does not apply to relief, repatriation and humanitarian flights.

Passengers arriving in India:

  • are subject to medical screening; and
  • must install "Aarogya Setu App" in their personal device; and
  • must present a completed Self-reporting form 

Note: 

  • E-visas and tourist visas are no longer valid.
  • Medical visas issued on or before 21 October 2020 are no longer valid
Covid - 19 related Tests & Documents:
  • Passengers without a printed medical certificate with a negative Coronavirus (COVID-19) RT-PCR test result issued at most 72 hours before departure could be subject to an RT-PCR test and quarantine for 14 days.

Until 30 January 2021, passengers who are arriving from or have transited through the United Kingdom:

  • must complete a self-declaration form at www.newdelhiairport.in at least 72 hours before departure; and
  • must have a medical certificate with a negative Coronavirus (COVID-19) RT-PCR test result. The test must have been taken at most 72 hours before departure from the first embarkation point. Passengers must upload the test result at www.newdelhiairport.in ; and
  • must be traveling on a direct flight from the United Kingdom to India; and
  • are subject to a Coronavirus (COVID-19) RT-PCR test upon arrival and quarantine for 14 days.

Indonesia

Flight Status:
  • Limited
Quarantine:  
  • Passengers are subject to COVID 19 PCR test upon arrival and quarantine for 5 days.
Travel Ban:
  • Passengers are not allowed to enter and transit
  • Until 25 January 2021, passengers must have a printed medical certificate with a negative Coronavirus (COVID-19) PCR test result. The test must have been taken at most 72 hours before departure from the first embarkation point. The certificate must be in English.

Exemption:

  • Repatriating crew. 
  • Crew change allowed for off signers only at specific ports and through specific procedure.
  • Deadhead crew will be given an entry stamp. They must:
    • Have a valid crew ID card or crew member certificate
    • Provide written notification to Immigration Officer proving they will be on duty on the return flight. The notification must be received by Immigration Officer minimum 24 hours from arrival.
Covid - 19 related Tests & Documents:
  • Passengers must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 7 days before arrival. They are subject to quarantine for 14 days.
  • A completed "electronic health awareness card (e-HAC)" must be submitted before departure at or presented upon arrival.
  • Passengers are subject to COVID-19 PCR test upon arrival and quarantine for 5 days.
  • Until 8 January 2021 nationals of Indonesia arriving from the UK must have a printed medical certificate in English with a negative PCR test result issued at most 48 hours before departure from their first embarkation point.

Japan

Flight status:

Korea

Flight status:
  • Flights available to/from various (not all) countries
Quarantine:  
  • Passengers are subject to quarantine for 14 days and to a PCR test for Coronavirus (COVID-19) within 3 days after arrival.
  • This does not apply to passengers with an Isolation Exemption Certificate issued by a Korean Embassy or Consulate before departure. They must be tested on Coronavirus (COVID-19) upon arrival and stay at designated quarantine facilities for 1 or 2 days until a negative test result is obtained
Travel Ban:
  • Visitors who have been in the Hubei Province (China People's Rep.) in the past 14 days are not allowed to transit or enter Korea (Rep.)
  • Flights must arrive at Incheon International Airport (ICN) between 5:00 and 20:00. 
Covid - 19 related Tests & Documents:
  • Passengers must have a printed medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 72 hours before departure from the first embarkation point. The certificate must be in English, Korean or accompanied by a certified English or Korean translation. The name in the certificate must match the name on the passport.
    • Note: Passengers arriving from Bangladesh, Kyrgyzstan, Nepal, Philippines or Uzbekistan must have a certificate issued by an approved laboratory and details can be found at the Korean (Rep.) Embassy website in those countries.
  • A completed Health Declaration Form and a Travel Record Declaration must be presented to the quarantine desk upon arrival.

Malaysia

Flight status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers are not allowed to enter
Travel Ban:
  • Passengers are not allowed to enter Malaysia until 31 December 2020.
  • This does not apply to passengers with an approval from the Malaysian immigration 
  • This does not apply to merchant seamen with an official letter from the company certified by Malaysian immigration and joining the ship no later than 24 hours from arrival.
  • Transfer from an international flight to a domestic flight is not allowed.
Covid - 19 related Tests & Documents:

Passengers arriving in Malaysia:

  • are subject to medical screening; and
  • are subject to quarantine at government monitored facilities for 10 days, at their own expense; and
  • must install 'MySejahtera app' in their smart phone.

Passengers traveling to Sarawak must complete an "enterSarawak" form and an "eHealth Declaration Form" before departure

Myanmar

  • Passengers arriving from or who have been in Australia, Austria, Brazil, Canada, China (People's Rep.), Denmark, Finland, France, Germany, Hong Kong (SAR China), Hungary, Iceland, India, Ireland (Rep.), Israel, Italy, Jamaica, Japan, Jordan, Korea (Rep.), Lebanon, Luxembourg, Netherlands, Norway, Oman, Pakistan, Portugal, Singapore, South Africa, Spain, Sweden, Switzerland, USA, United Arab Emirates or United Kingdom in the past 14 days are not allowed to enter.
Covid - 19 related Tests & Documents:
  • Passengers are subject to a Coronavirus (COVID-19) test at their own expense and to quarantine. They must present a completed Case Investigation Form
  • Passengers traveling to Davao (DVO) must have a medical certificate with a negative Coronavirus (COVID-19) test result issued at most 72 hours before departure.
  • Passengers must have a reservation confirmation of a hotel approved by Tourism and Health Agencies. The hotel must be listed
  • Passengers must install TRAZE app.

Singapore

Flight status:
  • Flights available to/from various (not all) countries.
Quarantine:
  • 14-day self-isolation for returning residents.
Travel Ban:
  • Passengers are not allowed to enter or transit Singapore.

This does not apply to:

  • Returning residents of Singapore
  • Passengers with a new or existing Work Pass will be allowed entry if they have an approval letter from the Ministry of Manpower (MOM) or the Immigration and Checkpoints Authority (ICA).
Covid - 19 related Tests & Documets:
  • Passengers must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result, taken within 72 hours before departure.
  • This does not apply to passengers with a Pre-approved Business Pass.
  • This does not apply to passengers who have only been to low risk countries/regions in the past 14 days before entry into Singapore. 
  • This does not apply to passengers who have only been to low risk countries/regions, who transited in non-low risk countries/regions.
  • Passengers must comply with the prevailing Stay-Home Notice (SHN) requirements upon entry into Singapore. 
  • This does not apply to passengers entering Singapore under the Singapore-China Fast Lane. They must comply with requirements found here.
  • Passengers must submit a health declaration before arrival via the SG Arrival Card (SGAC) e-Service or via the mobile application.

UAE

Flight status:
  • Limited.
Quarantine:
  • Passengers arriving at Dubai are subject to quarantine for 14 days if their PCR test result is positive.
  • Passengers arriving at Abu Dhabi are subject to medical screening and quarantine.
Travel Ban:
  • Passengers are not allowed to enter United Arab Emirates.
  • This does not apply to family members (including father, mother, son, daughter, wife, husband, grandparents, grandchildren and domestic helpers) of nationals of United Arab Emirates. They must travel together. Airlines are required to contact the UAE National Advance Information Center for prior approval before boarding.
  • Transit is only allowed for maximum 12 hours at Abu Dhabi.
  • Passengers travsiting Abu Dhabi for more than 8 hours must have a confirmed hotel booking.
Covid - 19 related Tests & Documents:
  • Effective 1 August 2020, passengers entering or transiting Dubai (DXB) must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 96 hours before departure. The certificate must be issued by an approved lab listed here.
  • Passengers arriving at Abu Dhabi (AUH) must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result. The test must have been taken at most 96 hours before departure. The certificate must be issued by an approved lab listed or a lab accredited by the departure country.
  • A completed self-declaration health form must be presented upon arrival at Dubai (DXB).
  • Passengers traveling as tourists arriving at Dubai (DXB) must have health insurance and must download and register the COVID-19 DXB Smart App.
  • Passengers arriving at Abu Dhabi (AUH) must have an ICA approval obtained here.
  • Passengers entering Al Maktoum (DWC), Dubai (DXB) or Sharjah (SHJ) could be subject to a Coronavirus (COVID-19) PCR test and quarantine.
  • Passengers and airline crew arriving at Abu Dhabi (AUH) could be subject to medical screening and quarantine.
  • Suspension of all visa on arrival facilities at Abu Dhabi (AUH).
  • Passengers arriving at Sharjah (SHJ) must download the ALHOSN App.

Belgium

Flights Status:
  • Limited
  • Many last minute cancellations
Quarantine:
  • Passengers are subject to medical screening and quarantine.
Travel Ban:
  • Passengers are not allowed to enter Belgium.
  • This does not apply to passengers arriving from EEA Member States (excluding the UK), Switzerland, Australia, Japan, Korea (Rep.), New Zealand, Rwanda, Singapore, Thailand and Uruguay.
  • Seamen: No restrictions for crew members in possession of a valid Schengen visa.
Covid - 19 related Tests & Documents:
  • A completed Passenger Locator Form to be submitted at most 48 hours before arrival.
  • Passengers must have a medical certificate with a negative Coronavirus (COVID-19) PCR test result. The test must have been taken at most 72 hours before departure from the first embarkation point. The certificate must be in Dutch, English, French or German.

  • Passengers are subject to quarantine or isolation. 
  • Seamen are exempted from quarantine.
Travel Ban:
  • Passengers are not allowed to enter the country, exemptions for specific nationalities and seamen (if not arriving from French Guiana or Mayotte).
Covid - 19 related Tests & Documents:
  • Passengers without a medical certificate with a negative COVID-19 test taken at most 72 hours before departure are subject to test upon arrival. This applies to several nationalities.
  • International travel certificate to be presented prior to boarding upon arrival or during transit. More information available here
  • Passengers are required to complete a declaration on honor to state the passengers does not have COVID-19 symptoms

Germany

Flights Status:
  • Flights available to/from limited  countries
Quarantine:
  • Passengers could be subject to 10-day quarantine.
  • Exemptions: Specific nationalities  and seamen without COVID – 19 symptoms.
  • All crew changes are subject to approval by local immigration after case by case review. On signers and off signers will not have to be quarantined in Germany if there are no confirmed cases or symptoms of COVID-19.
  • All other crew members will have to stay on board during vessel’s call at Germany and are only allowed to leave/enter vessel in the case of an emergency and/or medical treatment.
Travel Ban:
  • Passengers are not allowed to enter or transit, except for specific nationalities (mainly EU residents) and merchant seamen.
  • Flights from the UK and South Africa are not allowed to enter Germany. Transit through Germany to many EU countries is also not allowed. Exceptions are in place.
Covid - 19 related Tests & Documents:
  • Passengers returning to the country without a negative COVID-19 PCR test, Antigen test could be subject to COVID-19 PCR test upon arrival.

Gibraltar

Flights Status:
  • Very limited
Quarantine:
  • Seamen are exempted from quarantine.
Travel Ban:
  • Passengers are not allowed to enter Gibraltar. Seamen are exempted.
Covid - 19 related Tests & Documents:
  • Passengers must complete a passenger locator form. This will generate a barcode which must be presented upon arrival.
  • Merchant Seamen arriving by air in order to board a ship, or arriving by ship in order to board an aircraft must travel on duty, hold a passport, a Letter of Employment or Letter of Guarantee from the shipping company and meet the shipping agent at the airport/port. The shipping company is responsible for the immediate transportation to the ship/aircraft.

Greece

Flights Status:
  • Flights available to/from various (not all) countries 
Quarantine:
  • Passengers are subject to self-isolation for up to 7 days.

This does not apply to seamen on duty.

Travel Ban:
  • Passengers are not allowed in Greece until 21 January, with some exceptions, mainly for EU residents and British nationals. Seamen are also exempt.
  • Flights from Catalonia and Turkey are suspended until 21 January.
Covid - 19 related Tests & Documents:
  • Passengers are subject to COVID-19 test upon arrival. More info on  https://travel.gov.gr/
  • Passengers must carry a medical certificate with negative COVID-19 PCR test result in English taken at most 72 hours before arrival.
  • Passengers must complete a "Passenger Locator Form(PLF)" at least 24 hours before check-in. A QR code generated from the completed form must be presented upon arrival. This does not apply to passengers in transit.
  • This does not apply to passengers in transit.
  • Passengers arriving from the UK are subject to rapid test upon arrival

Latvia

Flights Status:
  • Flights available to/from various (not all) countries
  • Flights from Andorra, Luxemburg, Montenegro, North Macedonia and Serbia are suspended.
Quarantine:
  • Passengers are subject to quarantine for 10 days upon arrival.
  • A list of quarantine exemptions can be found here.
Travel Ban:
  • Passengers are not allowed to enter the country and transit, exemptions for specific nationalities and seamen.
Covid - 19 related Tests & Documents:
  • Effective 15 January, passengers must carry a medical certificate with a negative COVID-19 test result taken at most 72 hours before departure. Merchant seamen and passengers with a COVID-19 vaccination certificate are exempt.
  • Crew must have a contract that proves their employment.
  • Passengers must present a QR code before departure obtained by completing the form.

Netherlands

Flights Status:
  • Flights available to/from various (not all) countries.
Quarantine:
  • Passengers are subject to self-quarantine for 10 days. A list of quarantine exemptions is available online.
  • Seafarers in a possession of a seaman book are exempt from quarantine. 
Travel Ban:
  • From 15 December 2020, travellers who arrive from a country that is not on the EU ‘safe countries of origin’ list and who are exempt from the EU travel ban applicable to the Netherlands will need to produce an official negative COVID-19 test result taken at most 72 hours before arrival

Exemptions for:

  • Transit passengers travelling onward immediately by air to a third country via the Netherlands
  • seafarers who possess a seaman’s record book and are en route to or from active service or if they are travelling in order to perform their job. The exemption does not apply to seafarers on commercial yachts and pleasure craft.
  • individuals who work on container ships, bulk carriers (e.g. of ore and coal), tankers (fuel and chemicals) and fishing vessels. It also includes individuals who work in the energy sector, including oil and gas platforms and offshore wind farms, offshore companies that provide services to this sector, and air, cruise-ship and ferry crew members if they are travelling in order to perform their job
Covid - 19 realted Tests & Documents:
  • A completed "Health Declaration Form" for passengers departing from high risk COVID-19 countries must be presented prior to boarding.
  •  A completed "Negative Test Declaration" must be printed and presented upon arrival.
  • If you are travelling from a high-risk area – a country or region with an orange or red travel advisory – then you may be requested to get yourself tested for coronavirus.
  • KLM: As of 21 September 2020: KLM requires customers to wear a face mask from the first boarding call until going through the arrival gate at their destination. Passengers who cannot wear a face mask because of medical reasons need to carry: 1. A signed and stamped medical certificate from their physician. 2. A negative corona PCR test result. The test has to be taken within 72 hours before departure.
  • People travelling to the Netherlands from Ireland, the United Kingdom (UK) or South Africa must provide proof that they have tested negative for coronavirus following a rapid test directly before departure. The rapid test is an additional, mandatory test for travellers coming to the Netherlands by aircraft or ferry. Read more here.
