Our country specific travel advisory focuses on seafarers’ movement regulations in key countries. ASIA AND AUSTRALIAN REGION

Australia

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:  
  • Passengers are not allowed to enter Australia.
  • Maritime crew may enter and depart Australia, however different rules may apply from port to port
Travel ban:
  • All crew arriving from international or domestic port are subject to a 14-day quarantine.
  • Maritime crew will be required to comply with to self isolation requirements.

China / Hong Kong

Flights Status China
  • Passengers are not allowed to enter Hong Kong (SAR China)
Quarantine China:
  • A QR code generated from a completed "Health Declaration Form" must be presented to immigration upon arrival. The form can be obtained before departure at http://health.customsapp.com/ .
  • Passengers arriving at Beijing (PEK) will undergo a PCR test and be quarantined for 14 days.
  • Passengers arriving at Shanghai Pudong (PVG) or Shanghai Hongqiao (SHA) must undergo a Nucleic Acid Test (NAT) and a 14-day quarantine in designated places for medical observation.
  • Passengers who live or have been in France, Germany, Iran, Italy, Japan, Korea (Rep.), Spain or USA in the past 14 days arriving at Guangzhou (CAN) or Shenzhen (SZX) must undergo 14-day quarantine. All passengers arriving at SZX will undergo a PCR test.
  • All passengers arriving at Xiamen (XMN) will be quarantined for 14 days at own expense.
Travel Ban China:
  • Entry to most foreign nationals is restricted
  • However, those who hold the following visas will not be affected:
    • Diplomatic, service, courtesy, or C visas; and
    • New visa successfully applied for from Chinese embassies or consulates overseas after the announcement of the Ministry of Foreign Affairs.
 
Flights Status Hong Kong:
  • Passengers are not allowed to enter Hong Kong (SAR China).
Quarantine Hong Kong:
  • Passengers are subject to 14 day compulsory quarantine

Travel Ban Hong Kong:
  • All non-Hong Kong residents coming from overseas countries and regions by plane will be denied entry to Hong Kong.

Exemptions apply for crew members:

  • Out-going crew members who have completed their service on board would be required to stay onboard the vessel during their stay in Hong Kong and travel directly to the airport
  • In-coming crew members should only arrive Hong Kong when their vessels are berthed in Hong Kong and should get onboard immediately upon arrival.

Exemptions:

  • This does not apply to spouses or children of nationals of Japan if they can prove it.
  • This does not apply to passengers with a Special Permanent Residence Permit. However, they must have a Re-entry Permit from a regional immigration officer.

Korea

Flight status:
  • Flights available to/from various (not all) countries
Quarantine:  
  • Passengers are subject to quarantine for 14 days and to a PCR test for Coronavirus (COVID-19).
  • Flights must arrive at Incheon International Airport (ICN) between 5:00 and 20:00.
  • Passengers and airline crew must install 'Self-diagnosis Mobile App' in their personal device and a completed Health Declaration Form and a Special Quarantine Declaration Form must be presented to the quarantine desk upon arrival. For further instructions, see: http://ncov.mohw.go.kr/selfcheck/
Travel Ban:  
  • Short-term visas (type C-1 and C-3) issued on or before 5 April are invalidated.
  • Visitors who have been in the Hubei Province (China People's Rep.) in the past 14 days are not allowed to transit or enter Korea (Rep.).

Malaysia

Flight status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers arriving in Malaysia are subject to self-quarantine for 14 days
  • Are subject to medical screening
  • Must install 'MySejahtera app' in their smart phone.
Travel Ban:
  • Passengers are not allowed to enter Malaysia.
  • Transfer from an international flight to a domestic flight is not allowed.
  • Seamen are exempted with travel permit. To be transferred directly to ship/airport.

Myanmar

Flight status:
  • Flights to Myanmar are suspended.
  • This does not apply to relief flights, medical evacuation and special flights approved by the Department of Civil Aviation.
Quarantine:
  • Passengers will be quarantined for 14 days upon arrival.
  • Passengers must have a lab test proving they are free from Coronavirus (COVID-19).
Travel Ban:
  • Travel ban in effect

Philippines

Flight status:
  • Limited.
Quarantine:
  • Passengers are subject to a Coronavirus (COVID-19) test and quarantine.
  • A completed Case Investigation Form must be presented upon arrival.
Travel Ban:
  • Travel ban in effect
  • Filipino nationals are exempted, however specific number of travelers allowed per day.

Warning:

  • Commercial flights to Philippines can only land on Tuesday, Wednesday, Friday, Saturday or Sunday with an approval from CAAP 48h before departure.
  • Chartered flights to Philippines can only land on Monday or Thursday with a secured clearance from the Department of Foreign Affairs and CAAP.

Singapore

Flight status:
  • Flights available to/from various (not all) countries.
Quarantine:
  • Passengers are subject to 14 day self-isolation
Travel Ban:
  • Passengers traveling as short-term visitors are not allowed to transit or enter Singapore.
  • This does not apply to: returning residents of Singapore / Passengers with a new or existing Work Pass will be allowed entry if they have an approval letter from the Ministry of Manpower (MOM) or the Immigration and Checkpoints Authority (ICA). / Passengers with a Long-Term Visit Pass (LTVP) or a Long-Term Visit Pass In-Principle Approval (LTVP IPA) issued by the Immigration and Checkpoints Authority (ICA), will be allowed entry if they have an Approval Letter for Entry (ALE) issued by the Immigration and Checkpoints Authority (ICA). / Passengers with a new or existing work pass are only allowed to enter Singapore with the Ministry of Manpower's (MOM) prior approval. They are required to show the Ministry of Manpower's (MOM)'s approval letter to airline staff upon check-in and before boarding and to the Immigration & Checkpoint Authority (ICA) officers upon arrival in Singapore.

UAE

Flight status:
  • Very Limited. Airports expected to open for tourists from 7 Jul.
Quarantine:
Travel Ban:
  • Passengers are not allowed to enter United Arab Emirates.
  • This does not apply to family members (including father, mother, son, daughter, wife, husband, grandparents, grandchildren and domestic helpers) of nationals of United Arab Emirates. They must travel together. Airlines are required to contact the UAE National Advance Information Center for prior approval before boarding.

EUROPEAN REGION

Belgium

Flights Status:
  • Limited
  • Many last minute cancellations
Quarantine:
  • NO
Travel Ban:
  • Passengers are not allowed to enter Belgium. This does not apply to: family members of nationals, EEA Member States, Switzerland and British nationals returning home.
  • Seamen: No restrictions for crew members in possession of a valid Schengen visa.
    • On signers: Seamen must arrive to Belgium in order to board to a ship, which must be located in a Belgian harbor or proceed to an airport in the Schengen area for return, after being discharged from a ship.
      Warning: Merchant seamen must travel on duty and have a letter of employment or a letter of guarantee issued by the shipping company.
    • Off signers: Off signers without a valid Schengen visa can receive a transit visa to the airport, if they have a confirmed flight.

Quarantine:
  • Passengers are subject to quarantine or isolation. They must present a completed International Travel Certificate prior to boarding and also show it to the Immigration Authorities upon arrival or when transiting in France. The certificate must be obtained before departure via the French consular offices abroad or online at https://www.interieur.gouv.fr/
Travel Ban:
  • Only Schengen member nationals are allowed to enter the country.

Exemptions: for specific nationalities and seamen.

Germany

Quarantine:
  • Passengers are subject to 14-day quarantine.

  • Passengers are not allowed to enter

Exemptions: for specific nationalities (mainly EU and UK residents), merchant seamen, holders of Visa type D.

Gibraltar

Flights Status:
  • Very limited
Quarantine:
  • Seamen exempted from quarantine.
Travel Ban:
  • Passengers are not allowed to enter Gibraltar. 
  • Merchant Seamen arriving by air in order to board a ship, or arriving by ship in order to board an aircraft must travel on duty, hold a Letter of Employment or Letter of Guarantee from the shipping company and meet the  shipping agent at the airport/port. The shipping company is responsible for the immediate transportation to the ship/aircraft.
  • Crew are permitted to land in Gibraltar and transit through the frontier to join/depart ships in Algeciras (subject to approval from both immigration authorities).

Greece

Flights Status:
  • Flights available to/from various (not all) countries (some direct flights still not allowed)
Quarantine:
  • Passengers are subject to medical screening and quarantine for 1 or 14 days.
  • Passengers must complete a "Passenger Locator Form(PLF)" 48 hours before check-in at https://travel.gov.gr/#/ . A QR code generated from the completed form must be presented upon arrival.
Travel Ban:
  • Effective from 1st July onwards, international flights are  allowed into all airports in Greece. Additional restrictions on non-essential travel from non-EU+ countries may be applicable, pending guidance from the European Union.

Latvia

Flights Status:
  • Flights available to/from various (not all) countries
Quarantine:
  • Passengers who have been in other countries than Estonia and Lithuania in the past 14 days, are subject to self-isolation at their place of residence for 14 days.
Travel Ban:
  • Passengers are not allowed to enter the country and transit.
  • Seamen also as per above.

Exemptions: seamen for Estonian, Latvian and Lithuanian nationals and other (mainly EU) residents. Nationals form Sweden, Portugal and UK are not allowed.

Netherlands

Flights Status:

Quarantine:
  • A completed “Health Declaration Form” for passengers departing from high risk COVID-19 countries must be presented prior to boarding any aircraft with destination to Netherlands.
  • Passengers departing from high risk COVID-19 countries are instructed to immediately self-quarantine for 14 days upon arrival.
  • Passports and other travel documents accepted for entry are considered valid until the day before the expiration date.
Travel Ban:
  • Passengers are not allowed to enter the Netherlands.

Exemptions: EEA nationals, seamen signing on/off vessels.

Norway

Flights Status:

Quarantine:
  • Passengers are subject to quarantine for 10 days.
  • All crew and passengers must fill out the public health information form and hand it over to the local airport authority upon arrival.
  • Passengers are only allowed to travel to Svalbard after they have stayed in quarantine in other parts of Norway.
Travel Ban:
  • Passengers are not allowed to enter the country.

Exemptions: various nationalities (mainly EU), passengers with visa issued by Norway after 15Th of March 2020 or for those who own Visa type D, seamen in transit to/from ships.

Poland

  • Shore leave of the crew (without approval from Immigration Office) is strictly prohibited. Nonconformism to this rule may cause 14 days quarantine at the anchorage and fine

  • Flights to Poland are suspended with few exceptions from some EU countries

Russia

Flights Status:
  • Only few repatriation flights (alternative solution via Minsk)
Quarantine:
  • Passengers who have been in Austria, Belarus, Belgium, Bulgaria, China (People's Rep.), Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Iran, Ireland (Rep.), Italy, Korea (Rep.), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Ukraine, United Kingdom or USA and are planning to stay in Moscow must report to the special hotline by phone. They must stay self-isolated in Moscow for a period of 14 days or for the duration of their stay if less than 14 days.
  • Passengers who have been in China (People's Rep.), France, Germany, Korea (Rep.), Iran, Italy or Spain and are staying in St. Petersburg (LED) are recommended to stay self-isolated for a period of 14 days or for the duration of their stay if less than 14 days
Travel Ban:
  • Passengers not allowed to enter Russian Fed. Only permanent residents allowed.

Exemptions: may apply on a case by case basis.

Spain

Flights Status:

Quarantine:
  • Passengers are subject to 14 day quarantine
Travel Ban:
  • Passengers are not allowed to enter Spain.

Exemptions: EU nationals, holders of long term Schengen visa, returning via Spain to their country of residence, passengers travelling for work purposes duly documented, if arriving from various (mainly EU countries).

Warning:

  • Entry not allowed via all country airports.
  • A completed Public Health Passenger Locator Form must be presented upon arrival.

*Visitors not holding return/onward tickets could be refused entry (this applies to non Schengen Nationals)

Turkey

Flights Status:
  • Very limited (most of the times cancelled the previous day)
Quarantine:
Travel Ban:
  • Turkey has started opening all the borders for passengers but with limited flights and countries.
  • Crew change is allowed but subject to final confirmation from the authorities, thus case by case check is suggested and disembarking crew must hold a valid flight and present it before leaving the vessel.
  • Any disembarking crew and passengers to be checked before allowing them to enter the country.

Ukraine

Flights Status:

Quarantine:
  • Ukraine's quarantine restrictions measures are extended until 22 June, 2020. The new quarantine period will be adaptive, with restriction measures to be reduced step by step.
Travel Ban:
  • Flights to/from Ukraine restarted.  The Ukrainian government has opened the checkpoints at the airports of Ukraine, which operate as normal.

Argentina

  • Flights are not allowed in the country
Quarantine:
Travel Ban:
  • Passengers are not allowed to enter Argentina. This doesn’t apply to nationals and residents of Argentina.

  • Passengers must have a quarantine plan upon arrival and may be required to quarantine for a period of 14 days.

  • Travel ban in Canada is in place, only essential services are allowed in Canada. Crew is one of them.

Mexico

Flights Status:

Quarantine:
  • Passengers are subject to 7 days quarantine
Travel Ban:
  • No banned travelling to Mexico Airports at 50% capacity for international and domestic flights
  • Mexico is in phase 2. Major cities are in lockdown
  • Visa not required for a maximum stay of 30 days if Merchant Seamen is holding a valid visa issued by Canada, Japan, USA, United Kingdom or a Schengen Member State.
  • A completed "Cuestionario de Indentificacion de Factores de Riesgo en Viajeros" must be presented to "immigration" upon arrival. The form can be found at https://afac.hostingerapp.com/

On signers
The crew members must arrive in Tampico prior joining the vessel. Once the crew is arrived in Tampico, they must be lodged for 7 days in a hotel. After the 7-days of quarantine, the crew must be tested by a certified laboratory. If the test result is negative for COVID- 19, then the crew must obtain a medical certification and finally the crew can join the vessel.

The master of the vessel must send a 7-day record of body temperature of intended crew for disembarking - Crew change is not allowed. Suspended for any type of crew at Veracruz, Coatzacoalcos and Dos Bocas. In Ciudad del Carmen, is allowed with restrictions.

  • Passengers who have been in China (People's Rep.) in the past 14 days are not allowed to enter the USA..

Quarantine:
  • Airline crew will undergo strict mandatory quarantine during their rotation/rest period.
  • Any admissible passenger, who exhibits symptoms of Covid-19 will be quarantined and tested
Travel Ban:
  • Passengers who have been in countries with more than 200 confirmed cases of coronavirus (COVID-19) in the past 14 days are not allowed to enter Ghana.
